Roseville incorporated on April 10, 1909 and is a charter city operating under a City Manager-Council form of government.

The Roseville Dog Owners' Group (RDOG) is a non-profit organization founded in 1996 for the purpose of promoting recreational opportunities for Roseville area dog owners and their companion animals. RDOG was instrumental in establishing Marco Dog Park, the city's first off-leash dog park. RDOG continues to be responsible for providing waste bags at Marco. RDOG was also instrumental in establishing Bear Dog Park and the Dog Park within "William "Bill" Hughes Park.
